Management Team

Gary P. Singer, President & CEO

In 1994, Gary co-founded Windstar Technologies, Inc., to provide an easy to use and understand software solution for international tax compliance and reporting.

A computer systems and programming specialist, Gary has over 30 years of experience designing, developing, and managing computerized solutions for complex applications in private industry, educational institutions, and nonprofit organizations. His technical expertise includes communications and software design for mainframes, minis, and personal computers. His management and technical experience spans industry boundaries including insurance, real estate, international tax compliance, and law.

Gary is a frequent speaker on NRA tax withholding and reporting issues at industry panels such as the American Payroll Association (APA), and Oracle | PeopleSoft and SunGard/SCT Higher Education Users Groups. Gary holds a degree in mathematics from McGill University.

Paula N. Singer, Chair

In 1994, Paula co-founded Windstar Technologies, Inc., to provide an easy-to-use and understand software solution for international tax compliance and reporting.

A nationally recognized international tax attorney and partner in the law firm Vacovec, Mayotte and Singer LLP, in Newton, Massachusetts, Paula’s practice has concentrated in international tax matters for individuals, businesses, trusts, and estates. She has provided individuals and organizations with tax planning as well as compliance services for individuals relocating internationally since 1978.

Paula is a frequent speaker and author of over 60 published articles and is the author of numerous tax guide books. Her articles on international tax topics have appeared in AILA publications, Tax Analysts’ Tax Notes International and Tax Notes as well as their online services, West and RIA publications, and bar association publications.

Paula assisted the IRS and NAFSA with the development of Form 1040NR-EZ. Her comments on proposed regulations under section 7701(b) on the substantial presence test and under section 1441 on withholding on payments to foreign persons were incorporated into the final regulations under each section. Paula was a panelist with IRS International Issues Specialist, Lowell Hancock and Lucy Key Price, President of the American Payroll Association on “US Tax Withholding Issues in the Global Business Economy,” TaxTalkToday.tv, Dec 2002. The IRS has used her tax guidebooks to train their personnel.

Stephen Ivanoski, COO/CFO

Steve joined Windstar in 2003 as CFO and added COO responsibilities in 2006. He is responsible for all of Windstar’s operations, including finance, sales and marketing, and administration. Steve has over 25 years experience in finance, tax, and operations, including time with KPMG Peat Marwick. A graduate of Babson College, Steve is a CPA and member of the American Institute of Certified Public Accountants.

Richard Adams, Vice President Sales

Rich joined Windstar in June of 1998 as VP Sales and is part of the senior management team. He manages the sales department, handles large accounts, and oversees the direct sales of the International Tax Navigator® and the ERP interfaces. Rich is a frequently invited speaker nationally on nonresident alien tax matters for the higher education, research institutes, health care, and other tax-exempt organizations.

Sirisha Venigalla, Vice President, Software Development

Sirisha joined Windstar in 1997 and is part of the senior management team. Since she joined the company, she has been an integral member of the development team. She has overall responsibility for International Tax Navigator® design and development. Sirisha also oversees technical support resolution. She has expertise in client/server applications, database design, and 4GLs including experience in SQL query design and implementation.
